I bought products from a wholesale Betty Boop Los Angeles, and recently began selling to wholesalers in Japan. I need a license directly from the company that offers to sell to a wholesaler here in Japan?

You do not need a license to sell goods to Betty Boop to do just that.
Dealers must have a license for King Features Syndicate pay for the production of goods. Most U.S. manufacturers do not sell their products to resellers in the United States. British manufacturers to retailers in the United Kingdom, etc.
Retailers will only sell goods in the country is allowed, but if you check eBay or Google, you can see that this is rarely complied with. Betty Boop, I sold merchandise for many years and sent around the world.
