Writing a Letter to President George Washington? - letter from george crum

I have to write a history project, a letter to George Washington.

I give trained as a secretary in the office of President. I still have to declare a formal letter to:
A) How different Jefferson and Hamilton
B) Why do you think is important for the country, the idea of supporting either.

How do I start?
Need I say
"Dear Sir,
as secretary of education, it is my duty to give advice, etc. ....."
All opinions, ideas?

He was secretary of education during the Washington administration, but the three men, of Washington, Jefferson and Hamilton were well trained and we believe in formal education. Hamilton would probably prefer that higher education should be limited to the upper class (nobility), while Jefferson would probably like to see more from the general population receive some form of instruction. Jefferson for an agricultural lifestyle in the United States, while Hamilton favored industrial development. There was discussion about how the person on the post of President of approach. You can simply start typing your letter: Dear Mr. President.
